America’s Freshwater Is a Finite Resource

Population Growth Adds Mounting Pressure to the Water Supplies We All Depend On
Water covers most of our planet. Yet the freshwater that sustains human communities, agriculture, wildlife, and ecosystems represents only a tiny fraction of the water on Earth.
As National Geographic explains in its Earth’s Fresh Water educational guide, “more than 99% of Earth’s water is unusable by humans and many other living things.” That leaves an extraordinarily limited supply of freshwater to support billions of people and countless other species.
Here in the United States, we cannot afford to think of freshwater abundance as limitless – or assume that technological improvements, new infrastructure, and conservation alone can indefinitely accommodate a continuously expanding population.
Certainly, conservation matters. Better infrastructure matters. Protecting freshwater from pollution matters. National Geographic rightly emphasizes that individuals and communities can reduce water consumption and that new technologies can help protect future freshwater availability.
But we must also address the number of people sharing that finite resource.
Every additional person requires water directly and indirectly – through homes, food production, energy, goods and services, and the infrastructure necessary to support daily life. Continued U.S. population growth therefore means continued growth in aggregate demand on freshwater resources and the systems that deliver them.
At Negative Population Growth, we believe long-term environmental sustainability requires us to acknowledge that fundamental connection.
Water scarcity occurs when available freshwater resources are insufficient to meet human and environmental demands. It can result from an absolute shortage of water or from inadequate infrastructure and poor management of existing supplies. Among the major forces contributing to water scarcity are pollution, changing weather patterns, excessive use – and population growth.
These pressures do not exist independently of one another.
The World Economic Forum’s Global Risks Report 2026 identifies pollution among the major environmental risks facing the world and includes both water pollution and natural-resource shortages in its assessment of global risks. More importantly, human activity lies at the center of many of these pressures. As populations grow and economies expand, demands on the systems needed to deliver water, power, transportation, and communications grow with them.
The report states plainly: “Demands on that infrastructure are rising as economies and populations grow, and as new sources of demand emerge.” One particularly striking example is the rapid expansion of artificial intelligence infrastructure: the power needed by AI data centers in the United States alone could increase as much as 30-fold during the next decade. Meanwhile, increasingly interconnected infrastructure means that pressure or failure in one system can affect another – including the systems responsible for supplying water.
The consequences of water scarcity can also extend well beyond whether or not water comes out of a tap. The Global Risks Report warns that as water-security concerns increase worldwide, governments controlling upstream rivers and reservoirs may face growing incentives to divert water toward their own populations at the expense of neighboring countries. Today, Americans nationwide are watching this happen in the Southwest region, where states are fighting to ensure their access to water from the Colorado River. Water scarcity, in other words, can become an environmental, economic, infrastructure, and even geopolitical concern.
Freshwater may be renewable through the natural water cycle, but the amount available to human communities at any particular place and time is limited. As demand rises, pollution threatens water quality, infrastructure faces mounting pressures, and responsible stewardship must include confronting population growth itself.
To protect America’s freshwater resources for future generations, we must work to slow, halt, and eventually reverse population growth.
Doing so will not solve every water challenge facing our nation. But achieving a smaller, truly sustainable U.S. population would reduce the ever-growing demands we place on one of the most essential—and surprisingly scarce—resources on Earth.
